President Clinton yesterday avoided committing U.S. troops to a French plan to fortify Bosnian enclaves from Serbian attack but dispatched the chairman of the Joint Chiefs of Staff to discuss the proposal with Western allies.Gen. John Shalikashvili will meet with his counterparts from Britain , France and perhaps other allied nations tomorrow in London to discuss the plan to use European military force, possibly backed by U.S. air power, to protect the remaining Bosnian Muslim refugee enclaves from Serbian conquest. Officials said such action would probably focus on protecting Goradze and Zepa, two towns in eastern Bosnia not far from Srebrenica, which fell to Serbian forces this week....Asked if time was running out for the heavily outgunned Bosnians, Mr. McCurry said: "The situation is certainly urgent and dire in Zepa, and we are getting very conflicting reports there of what the situation on the ground is."

The talks with France and other key allies "go to the heart of what's the future of this mission all about, and what are the long-term prospects for keeping a U.N. presence in Bosnia ," said one official. Mr. McCurry admitted that neither the administration nor the major European nations had any detailed contingency plans worked out to deter further Bosnian Serb attacks.

Perry eyes boost in U.N. forces, more air power

Defense Secretary William Perry said yesterday that the only option for the West is to strengthen the United Nations' military forces in Bosnia so they can defend U.N.-declared "safe areas," and that U.S. air power should be used vigorously in the effort.

"We are, I believe, at a defining moment in this war, and the actions that we take in the next few weeks are going to be very critical," Mr. Perry said as U.S. and allied military leaders met in London to discuss how to react to recent Bosnian Serb gains over U.N.-protected areas…. French Adm. Jacques Lanxade outlined new plans to bolster Bosnian safe areas in talks with his counterparts, British Field Marshal Sir Peter Inge and Gen. John Shalikashvili, chairman of the U.S. Joint Chiefs of Staff.

French President Jacques Chirac said in Paris yesterday that reported atrocities committed by Bosnian Serb rebels against the local Muslim population in Bosnia were similar to Nazi atrocities against Jews in World War II. "Let us learn the lessons of history. Let us not allow ourselves to be the passive witnesses or accomplices to the unacceptable," he said….

July 18, 1995. Shortly after making his comments to reporters, Mr. Sacirbey met at the White House with Anthony Lake, Mr. Clinton's national security adviser; Madeleine K. Albright, U.S. ambassador to the United Nations; and other officials. But Mr. McCurry said Mr. Sacirbey did not repeat his comment about the need to end the U.N. mission, although he said they did discuss the general future of Unprofor. The 45-minute meeting was "constructive and serious" and focused on the current situation in Bosnia . A more pressing matter for the administration is keeping together the allied coalition against the Bosnian Serb offensive. British and French officials already have clashed over what course to take, and Sunday's meeting in London did little to resolve those differences.

President Clinton won the consent of French President Jacques Chirac yesterday to threaten the Bosnian Serbs with massive air strikes … The French president's acquiescence removes a major obstacle in the path of agreement today at a scheduled meeting in London on a response to the Serbian offensive against the "safe areas" under U.N. protection.

The new U.S. proposal would for the first time allow pre-emptive attacks on Serbian air defenses, Mr. Perry said. Mr. Perry said the fall of the Muslim enclaves of Srebrenica last week and Zepa this week "brought us to a turning point in the Bosnian war. We either have to fix Unprofor or withdraw. That is the stark choice facing us today."

Mr. Perry and Gen. Shalikashvili said the increased air strikes should hit Serbian air defenses, tanks, missile sites and other military targets.

If U.N. forces pull out of the former Yugoslavia, which would have to happen under Mr. Dole's proposed legislation before U.S. participation in the arms embargo would be lifted, then the Bosnian Muslims and Serbs would be left to slug it out between each other. Then, "the Serb strategy would be to overrun as much of Bosnia as quickly as possible before [the Muslims] could get the weapons they need," said Mr. Zakheim. If that happened, and the Muslim-led government was only able to bring in new weapons with its own limited resources, the Serbian strategy could work, Mr. Zakheim said. "The Muslims [in that eventuality] would not be able to protect the safe areas they currently hold except for [the Bosnian capital] Sarajevo ," he said.

The Senate voted 69-29 yesterday to lift the Bosnia arms embargo - a vote margin that, if sustained, would override President Clinton's promised veto of the action…

Mr. Nunn raised a host of problems in lifting the embargo. He noted that the Serbs occupy 75 percent to 80 percent of the territory.

He said Bosnians will have to make a difficult decision about whether to ask U.N. peacekeepers to leave, and that the United States will have to decide whether to assist with withdrawal.

… The escalation of conflict is exemplified by the downing of a U.S. Air Force F-16 jet, the overrunning of Srebrenica by Serb forces guarded by lightly armed and poorly supported Dutch peacekeepers who could not stop the Serb advance, and the continuing shelling of Sarajevo and other "safe havens." This unprecedented level of combat calls for an alteration of the present course of action. There are two possible solutions. One is to maintain a U.N. role in Bosnia but to do so on a more sensible basis, that is by repositioning the U.N. forces, pull back from the exposed positions - including the two remaining Western "safe havens," particularly Gorazde. The United Nations would still have to formulate a clear policy for the use of force either to deter further attack or in retaliation for further Serb aggression.



The other solution, and the one that looks increasingly likely given the failure of the major powers to agree on a course of action, is to completely withdraw from Bosnia . Both solutions are risky. Withdrawing troops from their positions through hotly contested areas would expose them to enemy fire. As the troops are repositioned, Serb and Bosnian forces will be fighting for the abandoned land…The United Nations will need to predict such conflict areas so it can avoid them.

NEW YORK - Spy photos and a horrifying eyewitness account by a 63-year-old efugee offer "compelling evidence" that Serbs killed thousands of Bosnian men and boys in a mass execution last month, U.S. officials told the United Nations yesterday. U.S. Ambassador Madeleine K. Albright told the Security Council that between 2,000 and 2,700 unarmed Bosnians may have been machine-gunned to death by their Serbian captors after the fall of the so-called "safe area" of Srebrenica. The men were reportedly lined up in groups of 20 and shot by the same Serbian captors who had guaranteed their safety. …

U.N. officials said they cannot confirm the U.S. evidence presented yesterday. But U.N. spokesman Fred Eckhard said it is "not implausible" that such executions could have happened. Up to 6,000 men and boys from Srebrenica are still unaccounted for, and U.N. monitors have not been allowed into the area.

It was, of course, in part the sickening spectacle of the fall of Zepa and Srebrenica in July that drove home to the international community the seriousness of the situation. Tens of thousands of women and children were driven from their homes, bussed or forced to march through enemy territory to the airport in Tuzla .

Men and boys were segregated and, according to eyewitness accounts, and aerial photographs, murdered and buried in mass graves.

Croatia's foreign minister … Mate Granic told a press briefing yesterday. "I think very strong help is expected from the Germans - the European Union. It would be something similar to the Marshall Plan." …Mr. Granic gave no indication that allied Croat and Bosnian government forces were taking advantage of the NATO bombing raids to press an offensive on the ground. But he said Donji Vakuf would be part of federated Croatian-Bosnian territory after a peace settlement. He also suggested the Donji Vakuf area would provide "very important" living space for the 40,000 Bosnian Croats he said the Serbs had expelled from Srebrenica and Zepa in eastern Bosnia earlier this summer.

…Mr. Bavcar condemned the "mentality" of the Serbs. "For example, take the case of Srebrenica. More than 2,000 men simply massacred just like that.” [Number from Albright] “It's crazy. "We fight fair. We fight by some rules. But they - it's barbaric," he said. … Charging the Croats with brutality too, Mr. Bavcar said Croatian President Franjo Tudjman wants to be the second Josip Tito, the dictator who held Yugoslavia together for nearly 40 years… He added: "They accuse the Serbs of war crimes. But what they did to the Serbian population in the Krajina is on the same level."

Croatia retook Krajina from the Croatian Serbs during a lightning four-day offensive in early August, forcing 150,000 people to flee. "The Croatians as a nation are neurotic," Mr. Bucar said. "The Serbs are Byzantine. I have spoken to Milosevic and others. They are still living in the 18th century. But they have tanks."

Tako da mi nije baš jasno ako je neko želi da uništi jedan narod, da je odabrao baš samo vojno-sposobne. Da nisu ubijani ni žene ni djeca - što je karakteristično za masovne zločine.
Možda dušu griješim, ali sve mi se čini da je veliki broj tih nesrećnika stradao u oružanim sukobima - kao vojnici.

Stvarno nikog ne želim da uvrijedim i ne želim da se griješim. Ali samo govorim ono što sam zapazio. Ne znam koliko je bilo slučajeva da su poginuli maloljetni, žene, djeca i starci. Koliko sma ja slušao, procentualno vrlo malo u odnosu na broj vojnika.

Vi kažete:
"ubijani svi koji su se predali" - ne mogu da vjerujem da se predao veći broj vojnika - vojnosposobnih nego djece, žena i i staraca.

"streljali maloljetne osobe,od 16 i 17 godina" - znam da je u VRS bilo mladića i od 16 godina. To se dešavalo gdje je bilo malo vojnika VRS u odnosu na snage koje su ih napadale. Dali je u Vojsci BiH bilo takvih, mogu samo pretpostaviti da jeste.

Šizofrenicima smeta Republika Srpska pa bi da je unište. Možda će to, kada dovoljno polude, i pokušati. Ali ako baš toliko polude onda će se sa nostalgijom sećati stare dobre 1992.godine.

Muslimanski ekstremisti su 1992.godine napali srpski narod. Rat nije htela ni muslimanska sirotinja, ni srpska sirotinja, ni srpsko političko vođstvo (dr.Radovan Karadžić i dr.). Rat je hteo Alija Izetbegović i islamski fanatici oko njega.

Da je SR BiH ostala u Jugoslaviji, jedinstvena i bez kantona, rata ne bi bilo. Kada bilo koji šizofrenik zakuka nad nesrećom koja je zajednička, a ne samo njihova, neka se seti Alije koji je žrtvovao mir za secesiju BiH.

Srbi dakle nisu hteli rat ni tada, 1992.godine, a ne žele ga ni sada. Ali ako šizofreno ludilo bude ponovo jako kao ranije, pa neki balijski ludak napadne Republiku Srpsku, srpski narod će znati da brani i odbrani svoju slobodu.

Razaranje SFR Jugoslavije, napadnute spolja i iznutra, proizvelo je sve ratove na prostoru te zemlje. Taj napad je bio nažalost uspešan sa teškim posledicama u prošlosti, sadašnjosti i budućnosti.

Činjenica je: rat u BiH je mogao biti izbegnut.
Činjenica je: cela SR BiH, bez podela i kantona je mogla biti sačuvana.
Činjenica je: sve je bilo u Alijinim rukama (ili bolje rukama njegovih mentora).
Činjenica je: Alija se odlučio za secesiju i rat.
